"Colony or with some Instructions addressed to the
"Governor under Our Sign Manual and Signet, or through
"one of Our Principal Secretaries of State, or with
"some regulations in ferce in the Colony".
Ne instructions have been address-
-ed to the Governor of Hongkong with regard to the dis-
-position of lands for mining purposes and as there are
no laws or regulations in force in the Colony dealing with
the matter the Attorney-General has advised the intreduc-
-tion inte the Legislative Council of the Bill of which I
enclose a draft also for approval subject to such modifica-:
-tions as to Your Lordship may seem necessary. If this
Bill is passed the proposed regulations would be made under
its 5th. clause.

The Bill is drafted to apply to
the Colony generally whereas the proposed rules have only
application to the New Territories. They would require
Beme modification with regard te areas, etc., to adapt them
to the Island of Hongkong, should such adaptation prove
necessary.
7.
I annex a copy of the map showing
the Mining Districts referred to in No. 2 of the Draft
Rules for Prospecting Licences. These Districts have for
convenience been made the same as the Districts inte which
